You have to use Flex to develop a SWF that exposes functionality (like specifying the database connection, passing in data, and other control considerations). Once you do that, you can access the SWF programatically via C#.

Specific info on interfacing a SWF with C# is available on the web. Google is your friend.

What is FusionChart in this context? Is it the Flash component? I can't find a native WPF charting version of FusionChart.

If you are just interested in integrating charting into a WPF application, take a look at the WPF Toolkit[^] - it contains charting capabilities.
