Solution 1

Check whether your solution refrences the System.Configuration.dll.
You can add the reference to the assembly System.Configuration.dll , by right-click-ing on the References tab, choose add reference and then find System.Configuration

k...I understood that by adding it may slove my problem but the question is that
why separate DLL is used to read/write configuration files
