We would have no idea what you would consider "the best". There is no "best" as it is subject to personal interpretation. The best thing for me might be the worst thing in the world for you.

Dreamweaver has all these in one software. Check it out.

There are plenty of tutorials on the web for HTML etc. You just need to know where to look!
