I think this question is too broad to be answered in Quick Answers. I believe the source code to this site is generally available, but if it is (and I were you), I'd only use it as an example to solve various problems you might encounter when developing your own site.

All that being said, there are several open-source CMS packages available, like Drupal, DotNetPuke, and others. Since most of the work has been done for you, they're designed with programmer modification in mind, and they actually have a community-base support system, that's where I'd start.
