Why did microsoft remove the configuration tool in .Net 4.0 framework? Any reason behind that? Is there any alternate tool launched?

I've personally never used this tool and don't even really know what it's for...but a simple google search landed me on this page:

Which states that .Net 4 has indeed removed it and then provides a link for more information about security changes in .Net 4:

I'm pretty sure it's your reason why.
