Why is tor.net not creating circuits?

I have used Tor.Net application successfully a couple of years ago. I need it again but it won't work. It is not creating circuits properly. The list 'current circuits' is either empty, or it contains one line like 'Circuit #X [Built] (1)'.

Why is that? How can I fix the problem?

What I have tried:

I tried changeing ControlPort and SocksPort. No luck.

I'll be honest, I wrote the Tor.NET library around 8 years ago and I haven't updated it since. It's entirely possible that some of the protocols have changed since. If I Google for C# Tor libraries I find:

TorSharp[^]

Which seems to be more up-to-date, it might be worth looking at that as an alternative? :)
