To send SMS from pc to mobile you need a SMS gateway.
You can get it from SMS gateway providers.
They charge a small amount of money while there are some which restrict on length of message,message count etc.and provide sms service for free(eg:-way2sms).
You will get a key or password or something similar for authentication.
Then you can use the API they provide to send SMS.

You can send a regular e-mail to send a SMS. A free .NET based SMS library is available at http://www.scampers.org/steve/sms/libraries.htm.[^]

remove the dot(.) after htm :P
