If you are talking about change tracking in terms of source control, SVN is one of the best tool available. It has also got free UI in TortoiseSVN.

If you are talking about bug /issue control software, one such open source tool is BugZilla with lots of customizations possible.

As I recall there should be something.

6-7 years ago I used BugTracker.NET[^]. Hopefully the project growth up.

It is a good point of start.

one of them is already built in visual studio is source safe..
