We have a requirement to integrate XERO accounting s/w in our payroll application. Please let me know the XERO Api details. Do we need to purchase API or we can get at free of cost.

You should talk to the people who created it - http://www.xero.com/[^] - they should provide technical support and will know more about their product than we will. If they don't, then find another supplier and demand your money back!
