i want to make application this application use to make call from my computer to cell phone .i don't know how to do that or it is possible or not.
i mean i want to use the headset of my computer to make call to a mobile or telephone.
if it is possible please suggest to my some websites to learn about that.

It is possible, if you have a voice over internet (VoI) toolkit and a VoI provider. After that, it gets far more complicated than can be answered by reading something online.
