How to get location of a GPS-supported cell phone with user's permission

Hi everyone,
At first, let me introduce my situation and about my project that i'm working on.
I am a student and i am doing my final major project for my graduation.
Hence, i am working on my GPS project for window phone 7.
Everything is going smoothly. but it's happened, I realized i only could get my location but couldn't get location of a GPS-supported cell phone with input, that's number of cell phone or hardware code. Of course, it have user's permission.
I tried my best to search but maybe my English is bad, so i can't find anything.
If someone know this, please teach me.
I will be very grateful.

ummm can you explain your problem more...
1) Are you able to get GPS location in windows mobile which is GPS enabled?
2) You want to get GPS location in windows mobile which has no GPS?
Please answer my question.

I have writen a GPS app for window phone 7 with google map api.
And i know how to get my current location. But i don't know how to get location of an another GPS-supported cell phone with user's permission.
If it's possible, please teach me how to get location of cell phone have GPS and no GPS too.
