Can we compile java program without javac?

Not under normal circumstances, no.

Since javac is the java comiler, asking to compile programs withough it is a bit like asking "can I drive to the shops if I take all the wheels off my car first?" It's not impossible, but it would be a lot easier and simpler to put them back on first...

You can use some other java compiler than javac, for example jikes[^], gcj[^] or ecj[^].
