On the client side, this only works with user accounts that have administrative permissions for the local machine, e.g. are in the "Administrators" or "Power Users" Group.
I think that's because installing the contents of the CAB file requires altering the registry. This can only be done with administrative permission.
Took me one whole day to realize this, and the reproachful, soundless placeholder-box almost drove me nuts.
