Retrieve and send email from one email account to another

Hi,
Can anyone get me hint on this? What i want is to get email(with attachments ofcourse) from one email account and send it to some another email account based on contents. I shall use pop3 and smtp, i guess. But anyone have better and ideal way to do that???
Another thing is, Is it possible to move email from one folder to another using Pop3?
