Solution 1

You didn't mention which environment you are working with web or Windows. In web page you can use different images or manipulate the CSS. In Windows you would need to derive your own control to apply special layout or use a third party control

Solution 2

If you're working with WPF, just edit the Template to style the Tab Control.

Note: It will be good to specify the environment you're working with so that people can give precise solutions
