Dear Seniors,
Can you please guide me on a project work i can submit in my company that would enhance my yearly rating in the company to "Outstanding performance".

Any project that could be done in C. Please help.
In fact I am planning for a tool but getting confused in choosing the right topic.

Platform could be Windows or Unix.

How would you, in all seriousness, expect us to be able to answer that?
We don't know your position, current rating, company, what your company does, how your company does it, what your job should involve, what tools you use, what tools your company uses, your skill level, what your office politics are like, how your boss would react, how your bosses boss would react to you effectively going over your bosses head, and about fifty other factors which would probably have to be taken into account...

i have just joined an it company as a developer which is one of the best companies to work in the world and it has enormous strength aswell. so to get highlighted as an outstanding performer as a developer, i need to really do somethings out of the box which even may be out of my current project.

You have just joined. That is the point. You do not know enough about how the company works in practice (as opposed to in theory) to start gaming the system. The best that can happen is that you will likely get nothing useful out of it. The worst is you make an enemy for life, out of someone who is almost certainly higher up in the company and in a position to do your career no good at all.

As JSOP says: you best bet is to be good at what you are given to do.

Keep your eyes and ears open - but do not assume that there is a simple fast-track approach which will always work. There isn't, or your cow-orkers would have already used it...

Why don't you just do the work assigned to you? If you're good at what you do, people will notice.

The best way you can impress your superiors is to put 120% into the work to which you've been assigned. You don't want to be branded as a rogue coder that can't follow direction. Trust me - I've been coding for 30 years.
