How could I control Action Script by Flash?

That will obviously require some work ...

I'd start out learning about Away3D[^] and Spas[^]

I'd use FlashDevelop[^] and Adobe Flex[^] to develop the application, as I think a pure ActionScript approach will allow you to get the job done faster.

The resulting swf can be included in a "master" flash project, and you can use existing assets as part of your application.

Yes Of course. I know flash little bit. But never worked in action script.
Nice answer.

Away3D and Spas are rather powerful libraries - Spas goes a long way towards showing what Adobe could have created if they actually wanted world dominion in the RIA area. Spas is mainly the work of one man: Pascal ECHEMANN-MOLINENGO, but the project is gathering interest from other developers too :)

That's nice.
Well, I have bookmarked your answer for my future reference. Thanks.
