Why? All you will do is annoy the heck out of the user.

If any application changed by regional settings, it would completely mess up all my other applications, as far as I could see - I enter dates in the format they had all used before, and suddenly, it doesn't work any more! When I worked out what had happened, I would be demanding my money back, and never use your products again.

What are you trying to do, that you think you need this?
