You may get a response here but it would probably be quicker to google for a tutorial. I just pasted your entire subject line into the search box and got loads of hits. Some for using the NetBeans IDE with PHP (which is what I think that you mean) and some for creating an RSS feed using PHP and MySql.

By combining the two you should be able to work it out.
