When I do a search for my articles I find 3 article, but I submitted a next one last week that doesn't appear to be search-able. (search on David Donovan)

My new article is at: http://www.codeproject.com/KB/aspnet/Video_Explorer.aspx"

Before I edit the article it says "This is an unfinished article", but when I edit it is says "Complete".

Also it goes from step 2 of 3 to step 4 of 4, very confusing...
Please help!

I don't see this checkbox you are refering to (work in progress). Below is the top part of step 2 of 3, as you can see, there is no "Work in Progress" checkbox.
and like I memtioned earlier, the next step is 4 of 4...

Hmmm...

Let me know if you need a screen shot.

I see that it is still in 'Composing' state.

There would be a checkbox that would say 'Work in Progress' when you edit it. It must be checked right now. Uncheck it and then it should be ready to be submitted for approval for publication.

Check and see.

Add on:
Marking it complete makes it visible to us, if you share the link. Thus, I am able to see and tell you about the status. Unchecking the 'Work in progress' checkbox should mark it complete for approval.
