Is Windows Vista Home Premium able to connect a DBSM over a network?

Example:

Suppose you have installed SQL Server 2008 Express in a PC with Windows Vista Home Premium Edition as OS(which is not good). Can you have a software client in another PC with the same operating system that makes queries to the server over a network?

You should check with Microsoft site with product feature list.

Yes, you can. Is it a good idea to directly expose an SQL Server to the Internet? No, it's not. Not unless you want someone to try and break into your SQL Server and mess it up for you.
