Unable to connect to the remote server

Hello all,
I am trying to connect a Webservice(say A) through another webservice(say B). Webservice A is hosted in IIS and only basic authentication is enabled. Webservice A is working fine with proper credentials. But when I tried to connect from webservice B its giving exception:
"Unable to connect to the remote server ".:confused:
I have taken care about Network Credentials in webservice B.
I tried with almost all solutions from google but nothing worked for me :(( . Please save me!

What account is WebService B running under and does it have permissions to use WebService A? Somehow, I doubt it does.
