i need to make a web app that will help to transfer balance from a 'recharge sim' to other sims?

Whixh language, tool, package, methods should i use?

I need it ASAP.

What do you mean by "sims"??

Whoops, I just read the subject line again. Unless you're the company that is issuing the sims, you cannot transfer balances between them.
