Short answer is yes, Windows 7 Embedded is just Windows 7 but has additional deployment options & allows for protection of the operating system & drivers & applications, typically via Write Filters - these are used to limit what can be changed after the machine has booted & whether the changes are persisted between restarts & shutdown/startup
