How to setup and deploy a project that passes parameters at install time to SQL scripts and .config files?

I have a project where I need to prompt the user to customize the app.config, the value of certain SQL variables, and choose what SQL scripts should and should not be run when the application is being installed. Web Deploy by Microsoft does all three things for web applications, but there doesn't seem to be a desktop application equivalent.

How do you get information from the user while the application is installing?

You need to create batch file to run SQL script and pass parameters
