machine.config contains settings that apply to an entire computer it means all the website hosted on the machine will have impact if you change something in your machine.config.

I you have control over you hosting web server and you have analysed the impact of change which you are going to implement then you can surly use the machine.config.

It's already present on your server which hosts your ASP.NET application.

I suggest you develop better google foo. I searched this phrase - "what is machine.config" - and got 352 THOUSAND results back. Surely, you can find the answer among those results.
