Postal Code Service

Hello, everyone!

I have to develop a World Postal Code Validation System, but I can't advance anymore now.

Given a country name and a state/city of the country I must find the exact postal code, or
give a postal code I must find the country name and city/state.

The Programming language is PHP.

Is there an API supporting geographical data or is there any site that provides info on postal code over the world?

Please help me.
