This sounds like a worthy project. What you should do is make a start. Lay some code down, test it and then, and only then ask for help here when you have a specific problem. Show the code where the problem lies and describe the fault. Your English is good enough, don't worry about that.
I'm sure you will get plenty of help when you need it.

you need an algorithm about voice recognition first.
you can your microsoft speech recognition sdk(it is free for try, you can search and download it from ms website)

I know what each project needs but I have no experience in programming such as this project
Why because it is from within the Specialist
I tried to learn more from a programming language, but it was more difficult than I imagine not only learn the basics
