Allow user to select any language to read all pages in selected language in ASP.NET VB

I want to make a website in asp.net in which user can select any language and whole website can convert in that language but i don't know how to do this? Please can anyone suggest me for my query!

What I have tried:

I follows so many website till last 10 days but all website said that i must declared keywords in resource file.then only declared keyword will replace with selected language.
Is it not possible to convert any webpage in selected language without declared keyword in resource file?

Yes you're supposed to use resource files. It's a lot of work but making a multi-lingual site is not a trivial exercise otherwise all sites would be multi-lingual.
