how to give 10% decrease in brightness and 10% increase in contrast for an image in c#

I have captured an image using psr.exe and the clarity of image is not good.How to givea 10% decrease in brightness and 10% increase in contrast so i can get a pretty good image quality.

It has nothing to do with PSR itself, it depends on what program you are using. Ask it's author, owner or customer support...
And you cannot guarantee any image quality with such primitive manipulations. What you need to do depends on the image.
