how to develop chrome api in javascript?

I am Rajeev Rahi my problem is that i want to develop a chrome api in javascript,
which is get status of any website user is login or not.

This question makes no sense. Chrome controls its API, you cannot create one outside of it. And Javascript does not lend itself to such a feature.
