There is a class library called iTextSharp can create PDF document. which is from a java version iText.

I use PdfSharp personally:
http://pdfsharp.com[^]

It can generate pdf files on the fly or from images
(you can also make an image out of a web page)
and it's quite easy to use with good help files.

If you will need help with using it after you started I can try to help you with it.
