is there a downloadable zip file for a contacts database written in C# or VB.nET. there used to be a site for classic ASP a long time ago maybe ASPIN.com

The question does not make any sense, not even close. I you need a database, make one. People don't create or publish "DLLs" for such purposes.

You may need to be much more specific; did you mean you wanted an application rather than just the database?
