I'll vote for "should." To me it is almost axiomatic that a "local" activity should not override a setting made in a facility that governs "global" settings.
I think it's very inconvenient that, if your intent is to allow replies to one specific message, then, after that message is sent, you have go and click your way to your Account/Settings/Forums configuration panel settings to "get back to where you belong."
If there was some great "technical cost" to implementing/allowing "local over-ride," however, then the way things are is, of course, fine, and I will keep on living But, it sounds like you had "local override" before; I am trying to imagine why that would seem "not right" to someone.

But you don't - you just change it next time you post a message and it's updated again.

Maybe instead of a checkbox either 3 radio buttons or a dropdown list with "don't allow email responses", "allow for this message", "allow for all messages".

If a neuron can store 4.7 bits [^], I am wondering how many neurons it would cost me to remember to reset the setting given the increasing frequency of loss of neurons and garbage collection being orchestrated by my undertakers/telomeres ?
Selective-inattention may explain the reluctance to simply look down and see what the setting is ? Perhaps the steel-visor I wear in my LeadMan suit needed to withstand the radiation while answering QA questions blocks my vision ?
Why do memories of forgetting where I parked my car in a mall, keep returning, as I think about this ?

A workaround would be to post the message with the options un-ticked, then immediately edit the message and tick the options.
Last year, there was an issue where my settings were being regularly reset. I'd always forget to un-tick the "email" options, and I found out the hard way that changing the options when you edit a message doesn't affect your global settings.

Something funny has happened with the blog aggregator a few times over the years, and I suspect this is a case of me going to clean up and not finishing on one or more of those times. But THIS TIME I think I got them all.
