Since yesterday (about 12 hours), I keep getting filters activated in QA.
Every time I come on the site, I have to clear the filters.

My "fluid layout" keeps dropping off, and I can't find anywhere to nail it down. Seems to vary from forum to forum, not consistent (or at least I can't see the pattern!)

It's also happening to me: the number of posts keeps resetting to "25", and the spacing to "Relaxed" from my defaults of "50", and "Compact".
Chrome Version 55.0.2883.87 m if it helps.

I believe the votes are weighted, the more rep the person has, the larger the point deduction.

As I am not the person who marked the post abusive (which registers as a spam vote in your reputation I believe), I can only surmise this was what happened. It certainly isn't an abuse of privilege. The button is on there available for almost all.
