We need to split the error message. It is "too short OR there is default (eg template) content still embedded". We trap article saves from people who just load up the template and try and submit it.
However, you're correct in that if you're not attempting to publish then these checks should not happen.

No, not quite.
Tick the "work in progress, do not publish" checkbox, and the "Publish" button changes to "Save this version". Press that, and it checks the content and complains!
