In my eyes the problem isn't that questions get closed. It's that the wrong questions are closed (or aren't closed).
A question that has no value, or is spam, abusive, contains inappropriate content or simply has no redeeming values should be closed and it should not be available to anyone. It's noise.
If a question truly has value then it can be reopened.

This can certainly happen, but if the specific problem came up again for someone then it would be posted as a new, and hopefully more reasonably phrased question.

I've followed all the steps, category, tags, etc. and now I want to write the content of my article, but the HTML editor is disabled.

Which browser are you using?

Chrome, Chris, but last night I found it behaving buggy, and had to restart. Doesn't often happen with Windows 10 I'll try again this morning.

It would be great if a moderator can specify a comment/reason as to why an article being reported as Unclear or Incomplete, Extremely poor quality,Off-topic, Spam/abusive, etc...
I also think the Spam/Abusive should be separated into two categories.

You can use the Comments section at the bottom of the article - use the "Add a Comment or Question" button.

The comment area doesn't appear for blogs right away. It has to be approved for publication first.

True, I forgot that. Probably needs fixing.

Nope,
Having a conversion with a spammer is not my idea of forwarding the rights of programmers at cp. Do nothing. As best as you can.

For spam, plagiarism, and abuse, I agree - but when a blog comes in that is unclear, or very poor quality it could only help improve the document and the site if we can talk to the author and tell him what we feel it lacks. Otherwise, he just gets a rejection without any idea of the detail of why. That doesn't really help anyone, does it?
I don't think the idea suggested is that a comment should be compulsory - just that it should be possible.
Bad command or file name. Bad, bad command! Sit! Stay! Staaaay...

So you're suggesting that there should be a way of commenting without using any of the reasons to dismiss the dialog by clicking on the categorical nexus.
That's your best? Ok, I buy that.

What happened to the popup of avatar/minor user info when I hover over their name?
I don't even see the option for it.

OK - it's there - and (still) checked - and nothing's happening.
I'll log off/log on and see if it comes back.
Could it be 'just me' ?
[edit] Nope - restart after deleting all cookies didn't help. I was so sure those pictures are actually what everyone looked like.[edit]

There are two kinds of people in the world: those who can extrapolate from incomplete data.
There are only 10 types of people in the world, those who understand binary and those who don't.

No luck.

I'm not getting it either, but I did notice a very hard to see light gray square appear right above the cursor when I hovered over a user link.
EDIT: The cause is uBlock Origin (for me at least).

Mine still wasn't working - so I revisted the question (here I am) - and took a shot at disabling AdBlock Plus - and there they are.

The awesomeness of Ad blockers continues.
I get it: there are some truly obnoxious ads online. The solution is just a very big hammer that is just another headache for those trying to do the right thing.
(OK, I'll stop my complaining now...)

I am going to keep mine disabled here on CP. You guys run an awesome service here, and the Ads are always on topic (I even looked ad some products advertised, as they looked quite neat).
Keep up the good work! (And don't forget to feed the Hamsters!)
