Odd - you should be able to download and install the community edition for free. If you can't, you need to talk to your IT support.

Any of 'em that are recent(ish)
I have 2013, 2015, and 2017 installed - and though I mostly use 2013 because I don't need the facilities of later versions, they all work fine.

It's not the OS you run it on that matters: it's what you want your app to do.
For example, if you want to develop cross-platform mobile apps with Xamarin, you want 2017 or higher - it was introduced in 2015 and ... um ... not well.
So look at what you want to use, and then look at what the various versions support - then download the right one direct from Microsoft!
