visual studio has free editions. What is going to challenge you right away is your crappy OS.

can u help me find the right one

The last version of Visual Studio that was supported on Vista (requires SP2) was 2010.

I'd SERIOUSLY look at upgrading the O/S to at least Windows 7 so you can use the latest version of Visual Studio.

You can get VS2010 Express from here[^].

Today's free version of Visual Studio is 2015 Community edition. Vista is not supported.

You will need a development pc and an IDE for development and testing, you can get a community edition of the latest visual studio at Downloads | Visual Studio Official Site[^]
Before that, get yourself a newer pc and os that meet these Visual Studio 2017 System Requirements[^]
Once the stage is set, head to Getting Started with Visual Studio[^] and Getting Started with Visual Basic[^]
Last but not least, when you need advice with specific coding issues, ask Google or post them at Code Project.
Having said those, if you still want to keep your existing pc and os, then find one version that can fit them from microsoft site.

Ask I said, ask microsoft support at https://support.microsoft.com/en-sg.
for windows 7, go to https://support.microsoft.com/en-sg/help/10737/windows-7-system-requirements.
But the latest is Windows 10.
