I'm writing this from my phone.
Well, I need a library in C/C++ or .NET, or other lenguaje to edit video an sent it to a
fake video card. (I need this).
I know how to create cool .bmp img an others thinks, but I can't send to a
program to broadcast over internet.

All perfect. Buy i need to transmit using twitcam, justintv or ustream.

As I understand, those are just different sides; I have no idea what does it mean "transmit using" them. What do you mean "but". Look in VideoLAN documentation for further information.
