Dear all,

An Intranet website in our org., was sending mails using SMTP client. After a server crash, the server has reinstalled. Now the intranet site is not able to send the emails.

Server: Windows Server 2008 R2 Standard (SP1)
IIS version 7.5
SMTP has installed and running.

what are else the settings for this.

Surely the SMTP Client has some sort of logging ? that would show any issues. Problems like this could be anything, we cant see your network/machine .. are you sending directly from the c# client to a SMTP server, can another machine send email via the SMTP server, what changes particularly routing/firewall were made on the server before the crash ? (now's the time you wish you had a decent change management process) .. can the server connect to the 'outside' world for example ... too many questions without more info from you its almost impossible to narrow down

Sure. when i started to check SMTP server, it shows as below.
220 smtp13.relay.dfw1a.emailsrvr.com ESMTP - VA Code Section 18.2-152.3:1 forbids use of this system for unsolicited bulk electronic mail <spam>
mailto:id@domain.com
221.2.7.0 Error: I can break rules, too. Goodbye.

That message is quite clear. You need to contact the server owners and negotiate with them.

The error message is clear:
ESMTP - VA Code Section 18.2-152.3:1 forbids use of this system for unsolicited bulk electronic mail

So clearly your software is sending messages too fast, and getting tagged as a spam factory.
Presumably the settings have changed between the original version and the new installation.
There are two options:
1) Send fewer messages with larger gaps between them.
2) Talk to the server admins and ask them to change the server policy.
