How to convert any arabic text contained in a text file to english?

I need to integrate an authorized  language translation tools  to convert any Arabic text contained in a text file to English for a Central Bank. CB doesn’t support Arabic language.

Is there any dll or tool to do the same. My application is developed in asp.net with c#.

What I have tried:

Seems OCR as an alternative. But unsure about the same.

You are surely talking about localization and NOT translation: http://content.lionbridge.com/the-difference-between-translation-and-localization-for-multilingual-website-projects-definitions/
Machine translation of documents having legal status is not a workable approach.
