VB.NET Not allowing to Copy Files

I want to paste my files in my system32 folder using vb.net. But it gives error that the it is not allowed. please Help.

Provide the full error message! System32 is also an protected directory in Windows which you only can edit with admin credentials.

Why would you want to put a RAR file in System32? Or indeed any file? :~

Access to this is restricted for a reason: it contains system drivers, and so forth. This is not the place for application data. Find another folder!
