How to reflect on image ?

My project loads a mechanical drawing . There are several section which are to be changed with different color. How do I proceed ? It will be a winform application.

mechanical drawings are saved into .jpg and the system will load that drawings. There are several sections say for example "solebar" which is 72 ft long . Now user will select that section by pointing his mouse and drag it. Like wise other sections will work.
