This sounds a lot like a homework question (if it's not, I apologize for the misunderstanding). With that in mind, here goes:
1. Learn the basics (no pun intended) of VB and the .NET framework.
2. Decide what features you want to implement. As this appears to be a homework question, those features were probably already listed for you by the prof.
3. Try to implement them.
4. Ask specific questions when you run into trouble. A vague, generic, no-effort-shown question like what you've asked here isn't going to net you any particularly helpful answers. Even if you got a fully working project from someone (which isn't going to happen), how would that help you to learn what you're doing?
