Want to create a Web application for displaying PDFs only

Hello Everyone... :)
I have a magazine and I want to create a website or web application so that I can upload that magazine online on my own Virtual server(for Hosting) and subscriber can view that only by provided username and password i.e, Restricted Access and some restrictions like the PDF could not be downloaded or so.
Now, I want to know which platform should I choose for development so that it can smoothly run for about 200 or 300 user at a particular time instance. And there should not be any problem for smooth running of application...

There is no single answer to this - the "best" solution is the one the developer feels most comfortable with.
