If you don't want to use ready made controls you have to do it yourself. There are tutorials on the subject. Without using javascript, you have to create custom server control. Good luck.

Dropdowns don't support checkboxes so what you want to do isn't possible.

Edit: The only person who gave the correct answer and it gets down-voted :) Alas sometimes "it isn't possible" is the answer.
