ASP(not .NET) text encoding in upload file page problem?

Hi, I have a problem with text encoding in asp(not .net) uploading webform (Thai Language). This page form is for editing information and also can re-upload file. But whenever page retrieve data from database (access db) to show in textBox, all thai degit were unreadable. I just know the uploading control is the cause but I don't know how to fix.

Albin, I've already look to your suggested site and it is all ASP.NET. I just have this problem in ASP not ASP.NET ^^. So now i have no way to fix it. But now, thanks alot for your suggestions!
