On-line or not? for what application type(s)? System-wide or per application?
What have you tried so far?

I feel that you have poor idea on how many languages are there in India, if you hoped to take them all into account in one application. But you don't need an input method per writing system/script, not per language. Even though the world variety of different modern writing system is represented by Indian writing system perhaps more than in half, it's still much less than number of languages. Sometimes I feel like I know more about Indian writing systems than all CodeProject inquirers from India, taken together. Can anyone explain to me why is that so?

Its for one of our web application which is used by one of our client who are having circle offices every where in India. So they want option to for every circle to select their language and we need to show virtual keyboard for the selected language.

I will save this multilingual text to Db as unicode characters.

Please see my answer, to start with. A virtual keyboard on a Web page is not a problem, too. This is just some work to be done, and not extremely tricky. You need to ask some specific questions, to get any help.

If you really need to create such keyboard, just created it. You did not ask any particular problems. This is just work to be done. Some problems are discussed in my past answers:
Creating a Virtual Keyboard[^],
Programming on BACKSPACE button[^],
Application focus getting and losing[^].

Too much of matter but not what you were looking for? Then please read my comment to the question.

But I'm not sure that you really need a virtual keyboard. How about customization of standard input methods? Please see my answer specifically on input of Indian languages: Problem in typing in Hindi and english[^].
