How do I make phone calls with no libraries in vb.net?

Hi guys. Okay, so I want to make a program which can call phones from my computer. I would like so it is free and with no libraries preferably. Could someone help, source code wise please???

Well, I tried using the voicent library, but that did not work, it is not Australian I think. In the voicent library it came up as invalid phone number.

I don't think this can be free anyway. You have to use some third party library.
